Policy Advisers Course for Eastern Partners (Sweden)
The course is organised by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Folke Bernadotte Academy (FBA), together with the School of Public Policy (SPP) at the Central European University (CEU).
The course is held at the Folke Bernadotte Academy's campus at Sando in the municipality of Kramfors 27 - 31 October, 2014. This intensive training programme aims at strengthening the professionalism and policymaking knowledge of young policy professionals from Eastern Partner countries (i.e. Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine), particularly in the area of foreign policy.
The course focuses on enhancing practical skills and competences vital for deliberating, shaping and implementing policy. It provides knowledge and understanding of the roles and tasks of the foreign policy advisers within the policy cycle, analytical tools, advising techniques, speech writing, negotiation, and public communication.
- Role of the Political Advisers (core functions and giving good advice);
- Shaping complex political environments (devising and implementing strategies; analyzing and understanding the internal and external political context; making decisions with limited information; forecasting and scenario-planning);
- Engaging internal & external stakeholders (building and sustaining relationships and networks; conducting inclusive stakeholder assessments with all interest groups (women, minorities, youth, marginalized/vulnerable groups); listening with attention and respect; negotiating effectively with respect for mutual interests);
- Mastering communication and advocacy (policy writing, speech writing, devising communication strategies; public diplomacy; working with media outlets; communicating effectively).
The course is only open for applicants from Eastern Partner countries (i.e. Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine): policy professionals, under the age of 30 who work as political officers and cabinet advisers in ministries, presidential administrations and parliaments. Orginizer covers fee, accommodation, meals, and the cost for airfare. The course will be held in English.
