Vacancy: Trilateral Dialogue Coordinator

ODB Brussels is looking for a consultant for the position of trilateral dialogue coordinator within the project ‘Social Entrepreneurship Incubator’.

Project name: Social Entrepreneurship Incubator
Implementing partners: ODB Brussels (Belgium), Network University TNU (the Netherlands), Belarusian Youth Public Union ‘New Faces’ and International Public Society World Association of Belarusians “Homeland”. The project is funded by the European Union.
Type of contract:  consultancy contract, short-term, part-time

Remuneration: brutto 5,000 euro
Contract duration: four months

Specific objective of the project: To develop a comprehensive package of innovative market-oriented Social Entrepreneurship programmes for CSOs, grass-roots, SMEs, youth and other representatives of active society in Belarus by securing their access to professional training, international peer learning with local/international experts and Belarusian diaspora; strengthening their capacity and offering a solid communication platform to shape Government’s policy in this domain.

Specific Task
 
Co-organizing the trilateral dialogue hosted by the United Nations Development Programme (UNDP) in Minsk with the aim to launch a result-oriented discussion between CSOs and SMEs on the one side and the government of Belarus on the other, represented by the relevant Ministries, on issues pertinent to the development of social entrepreneurship in Belarus.

During a round of five meetings, participants will identify the most urgent challenges for the development of social enterprises in Belarus and suggest improvements using best European practices and taking into account the needs of entrepreneurs, CSOs, government and other local stakeholders.

Additionally, three meetings are to be organised to address issues related to the re-integration of diaspora covering the questions of the emergence of new - young, educated, innovative - Belarusian diaspora (those who left after 2000); transformation of brain drain into the brain gain process by taking stock of the mobility and technology trends world-wide; nature of remittances and their role in the Belarusian economy.
Required competences of the candidate:

•    Master degree (an advanced degree in international relations, business management is preferred);
•    Minimum 10 years’ experience of management in international projects;
•    Experience in organizing cross-sectoral and cooperation multi-stakeholder dialogue; 
•    Excellent knowledge of the Belarusian political and economic situation, as well as CSO development;
•    Network of contacts within the following targeted Ministries:

  • Ministry of Foreign Affairs
  • Ministry of Economy
  • Ministry of Labour and Social Protection
  • Ministry of Education
  • Ministry of Sport and Tourism

•    Excellent oral and written communication skills in English, Russian and Belarusian.
