Trainings

ODB together with its Minsk-based partner OEEC conducts different trainings and info-days for civil society organisations in the capital and all six regional centers across Belarus.

What’s for?
To inform Belarusian CSOs about the existing capacity building opportunities, train them in project development, put an emphases on the promotion of European values through EU support programmes, elaborate on cross-cutting aspects such as gender equality, environmental security, and human rights protection. Training and information sessions address among others the following challenges faces by local CSOs:

•    Low level of organisational development and limited capacity to participate in EC calls for proposals;
•    Confusion in understanding EU terminology and low awareness of the values that the European Union is promoting through its programmes;
•    Inability of regional CSOs to implement projects at local level on their own;
•    Need for new partnerships, both at national and international levels;

Through participation in more than 30 training events, representatives of 400 CSOs have already increased their competences in project development, raised their awareness of the existing mechanisms of EU support to Belarus and overcame their fears of working with EU programmes.

According to the data, collected by the Clearing House (CH) Team for the last two years, the participation of Belarusian CSOs in the European Programmes is steadily increasing, however this increase is unequally distributed between organisations from Minsk and the regions of the country. Though regional CSOs do participate in the Commission's calls for proposals those cases are rather an exception than a rule. The experts name several reasons for that among them: low organisational capacity including insufficient skills in project development and management, lack of contacts with similar organisations from the EU and EaP region for potential partnerships, skepticism towards EU programmes caused by the lack of information about success stories.

To improve this situation contributing to increase of competitiveness of regional CSOs, the Office for a Democratic Belarus (Brussels) in partnership with the Office for European Expertise and Communication (Minsk) decided to conduct a series of  practice-based presentations of European programmes and calls for proposals. The aim of these events is to explain in detail how to prepare a project application and implement European projects, to evaluate their results and report on them in accordance with internationally excepted standards, as well as to propose free counseling services to Belarusian CSOs.
On 5 November, a meeting “The Way to Write and Implement a Successful International Project” was organised in Homiel. The seminar was one of the six foreseen under the Action in all regional centres of Belarus.

On 1 November, consultants of the Clearing House initiative Maksim Karliuk and Yulia Stankevich in the frames of the Fair for CSO Organisational Development presented a master class: "Fingers crossed: Useful Advice on How to Draft a Project Proposal and Where to Apply for Funds". The event happened to be so popular that a small room could hardly accommodate 36 participants. The project consultants presented the Clearing House Initiative, told the audience about the most common mistakes that are made by Belarusian organisations when preparing project proposals, gave their advice and recommendations on composing a concept note, as well as briefed the participants on the existining opportunities for support of the Belarusian organisations such as open calls for proposals, programmes, training courses, and other. On 5 November, the Clearing House invites the representatives of Belarusian civil society organisations and initiatives of Homiel Region (Gomel) to take part in a meeting dedicated to the implementation of international projects in Belarus.

The programme of the event includes a session about different European programmes and opportunities for Belarusian civil society organisations and individuals. The already succeeded in achieving results organisations will share their experience with colleagues during the second session. While the Clearing House consultants will present their services on preparing project application, implementing European projects, evaluation of their results and reporting. The Clearing House Team is convinced "Successful International Projects are Possible in Belarus!"

On May 7th, Office for European Expertise and Communication held the training session “Development and Submission of Project Proposals for the European Commission’s Calls for Proposals. The Logical Framework Approach” in Minsk. The aim of this event was to provide training for organisations which had little experience in participating in international projects. Among participants were representatives from organisations such as The International Public Organization “Understanding”, “Living Seed” (Volkovysk), “The Voice of the Heart”, “Minodi”, “Belarusian Association of Social Workers”, “Beating tuberculosis together”, “Medicine and Chernobyl” and “The Hope of Children”.

On the April 27th a training "Development and Submission of Project Proposals for the European Commission. The Logical Framework Approach" took place in Minsk. It was organised by the Clearing House project (Office for Democratic Belarus) with the informational and technical support of the Office for European Expertise and Communications. Consultants of the Clearing House project specializing in the writing of project proposals for the European competitions programs in accordance with the logical framework approach, informed civil society organisations (CSOs) and The European Instrument for Democracy and Human Rights (EIDHR) about the upcoming calls for proposals for the European Commission and basic requirements for the submission of applications. The consultants taught the participants the concept of writing a project proposal, making logical framework of the project and basic principles and rules of budgeting.

At the meeting in the gallery "Ў"

In April-June 2012 in the frames of the Clearing House project a number of meetings for the CSOs working in the field of culture have been organized. All interested CSOs and initiatives as well as individuals working in cultural sphere were invited to participate in the events. Already at the first meeting that was hold at the gallery of contemporary art «Ў» the participants defined the whole range of problems that they face in their daily activities: contemporary Belarusian culture exists in the underground, Belarusian culture is ousted by the Russian in media, channels for retranslation of modern trends in Belarusian culture and art are very limited. It is worth mentioning, that this sector is quite diverse and peculiar, and also requires a special approach and attention, as it is represented by independent cultural, civil campaigns (ex., “Budzma Belarusians!”) and initiatives, various online resources and art-portals, organizations and associations.

On 16 August 2012, the Office for European Expertise and Communications in cooperation with Youth Education Center "Fialta” organised a meeting for representatives of CSOs from Belarus, EU member states and Eastern Partnership countries. The goal of the meeting was to build a sound partnership and develop cooperation in social, educational, and cultural spheres.

On 22 August 2012 an information meeting for CSOs interested in cooperation in the spheres of science, culture, education and reform in the Eastern Partnership countries was organized in Minsk. This meeting was held in the frames of the Clearing House project as part of the series of events, aimed at the capacity building and information sharing about European support programmes open for Belarusian CSOs.

A working group meeting on the small and medium entrepreneurship was held in Minsk on 20 July 2012. The meeting was organized as a part of a series of thematic meetings in the frames of the “Clearing House” project and aimed at the discussion of problems and prospects for the development of small and medium-sized enterprises (hereinafter SMEs) in Belarus in line with European trends and standards of business conduct.

The participants of the meeting were representatives of organizations working in different areas of small and medium-sized business - large business associations (Business Union of Entrepreneurs and Employers named after Professor M.S.Kunyavskiy, Republican Confederation of Entrepreneurship), research centers (Belarusian Economic Research and Education Center), centers and platforms supporting youth and women's entrepreneurship.

The Clearing House Project is continuing its efforts to foster capacity building for Belarusian CSOs in both project writing and the search for EU funding, in order to implement their activities in Belarus. From 12 May till 3 June the project team has delivering a series of six regional trainings for Belarusian CSOs on increasing competences in project development and application writing for NSA&LA 2012 call for proposals. The trainings took place in Vitsebsk, Hrodna, Homel, Mahiliou, and Minsk (2 sessions) with more than 120 representatives of NGOs and local authorities attending.
