«EU Programmes in Education and Youth: Opportunities for Belarus»

Dear Mr Deputy Rector, Ladies and Gentlemen,
It is my pleasure to welcome the participants of this Information Day "EU Programmes in the field of Education and Youth: Opportunities for Belarus" organized thanks to the joint efforts of the Belarusian State University, National Tempus Office and the EU Delegation to Belarus.
The European Union strongly believes that education and training are essential for the development of today's knowledge society and economy. EU education and training policies have gained special impetus since the adoption of the Lisbon Strategy in 2000, the EU's overarching programme focusing on growth and jobs. This strategy recognises that knowledge, and the innovation it sparks, are the EU's most valuable assets.
Although education policy as such is decided by each EU country, together they set common goals and share best practices. In addition, the EU funds numerous programmes allowing its citizens to make the most of their personal development and the EU’s economic potential by studying, training or doing voluntary work in other countries. The EU strategy in the field of education emphasises countries working together and learning from each other.
This principle of cooperation with other countries and learning from each other is also a key principle for EU external relations with the countries outside the Union. Students, teachers and educational establishments from other countries, particularly those bordering the EU, like Belarus, are eligible to take part in many of these programmes. Through other programmes and cooperation agreements, the EU also promotes youth exchanges and courses in European integration with some 70 countries around the world, from Mongolia to Mexico and Algeria to Australia.
The EU supports the modernization and strengthening of higher education institutions in the neighbouring partner countries, including Belarus, as well as the mobility of students and teachers through its flagship cooperation programmes, such as Tempus and Erasmus Mundus. This is mostly done by encouraging co-operation with their EU counterparts. The forging of new partnerships between universities from Member States and the different regions should help to modernise curricula and teaching methods, build research capacities and improve graduate employability and institutional governance.
Today you will learn more about opportunities for Belarus in various EU programmes in the field of education and youth, and I hope that this information will be useful in stepping up cooperation between the EU and Belarus in this field.
